Operations Chief Greg Kelly is in charge of the Planning Section for Cowlitz 2 Fire & Rescue. Cowlitz 2 Fire & Rescue (C2FR) has developed a quality training program delivered to over 120 diverse fire, rescue and emergency medical services (EMS) personnel district-wide. The goal of the training group is to provide quality training to all personnel and promote the concept of Duty, Respect and Integrity into their daily duties. Through using the most current curriculums and training programs available, C2FR is able to stay current with the training requirements outlined in WAC 296-305.

C2FR's training program must deliver quality training to a broad range of skills, abilities and certifications. Currently, we employ volunteer and career personnel in the following positions:

Hazardous Material (Haz-Mat) Awareness, Operations (Ops), Technicians and On-Scene Incident Commander (IC)

Fire Investigation

Wildland Firefighting

All-Hazard Incident Management Team Positions

Tactical EMS

Shore-Based Water Rescue

The training program must support, develop and prepare each person for any type of emergency they may respond to.

All personnel at C2FR (career and volunteer) enter the department and are trained to the standard set forth by the State of Washington Firefighter 1 Program and Department of Health for medically trained personnel. This baseline program is the foundation of a firefighter's and emergency medical technician's career. Continuing education and training is as important as the foundation, it ensures that personnel remain current and are prepared to respond to a variety of emergencies and provide the highest level of care possible to the citizens of our jurisdiction and surrounding communities of Cowlitz County. The training program has grown to county-wide training and the management and coordination of the county-wide recruit academy.

C2FR's training program is managed by one Section Chief, one Lieutenant Training Group Supervisor and one Firefighter Training Specialist. Other highly trained and professional members within the department are responsible in the delivery of the program.
