Operations Chief Greg Kelly is in charge of the Operations Section for Cowlitz 2 Fire & Rescue. The Operations Section is responsible for apparatus placement and deployment, line staffing, implementing long-term and short-term goals and objectives of the department and oversight of the day-to-day operational line activities of the department.

The Operations Section provides the mechanism to respond to any emergency dispatched by 911. These emergencies vary from emergency medical service calls, vehicle accidents, house fires, and water shut offs. Fire alarms, assisting police agencies and wildland urban interface fires are other areas that the Operations Section provides the necessary apparatus to respond and mitigate the emergency. The following is a summary of the calls that Cowlitz 2 Fire & Rescue responded to in 2009.

	2,737 EMS calls (emergency medical services)
	453 FIRE calls (fire related calls)
	791 MISC calls (smoke investigation, illegal burns, police assists, etc.)
	3,981 TOTAL calls in 2009
