Cowlitz 2 Fire & Rescue
has adopted the
Organizational Action Plan (OAP) and the National Incident Management System (NIMS) as the
functional management model for both emergency and routine operations. The
Chief and Assistant Chief provide all operational oversight to carry out the
function of our department and work towards success in completing identified
goals and objectives. The support staff provides a critical link to
cooperating agencies through public education, marketing, administrative
support, monitoring accounting processes, oversight of EMS delivery system and
primary interaction with the public and department members.

Dave
LaFave, Fire Chief
Chief LaFave began his career as a volunteer in March 1983. He was hired
full time in March 1987. In his spare time, he enjoys spending time with
his family, hunting, farming, construction work and his involvement with
Incident Management Teams.

Alan Headley, Assistant Chief
Assistant Chief Headley began his career as a volunteer in March 1973. He
was hired full time in 1984. In his spare time, he enjoys spending time
with his family and traveling.

Becky Ribelin, EMS
Administrator
Becky began her career full time in September 1999. In her spare time, she
enjoys running, drinking espressos, watching her three sons sporting
activities and more coffee.

Greg Kelly,
Section Chief
Section Chief Kelly began his career full time in January 1986. In his spare
time, he enjoys spending time with his family and friends, traveling and
going on state mobilizations.

Dirk Carner,
Lead Mechanic
Dirk began his career full time in January 1996. In his spare time, he
enjoys hobby farming, mechanics, home remodeling and camping.

Dan Cliffton,
Mechanic
Dan began his career as a volunteer in September 1985. He was hired full
time in March 2001. In his spare time, he enjoys riding his Harley,
fishing, collecting firefighting memorabilia and riding quads.

James Graham,
Deputy Fire Marshal
James began his career as a volunteer in 1997. He was hired full time in
June 2000. In his spare time he enjoys woodworking, outdoor activities,
water sports and traveling. |

Laura Bouchard,
District Secretary
Laura began her career full time in December 2001. In her spare time, she
enjoys her dog Smokey, reading and spending time with her nephews, family
and friends.

Volunteer Liaison
Janey began her career full time in June 1995. In her spare time, she
enjoys her family and home, gardening, Oregon State University football games
and her dog Missy.

Brandi
Ballinger, Fire Secretary/Public Education Coordinator
Brandi began as a work study student through Lower Columbia College in
July 1999. She was hired full time in April 2000. In her spare time, she
enjoys spending time with her family and friends, camping, water sports,
shopping and watching movies.
